On August 20, 2020, the Upper Big Blue NRD adopted changes to District Rule 5 – Groundwater Management Area Rules and Regulations. The amended District Rule 5 becomes effective November 1, 2020.  The geographic area affected by the Rule 5 changes includes the entire Upper Big Blue Natural Resources District except an area generally south and west of Milligan in Fillmore County, and those areas generally located east of the Big Blue River in Butler and Seward Counties. A general description of the adopted changes is as follows:

• Changing Nitrogen Fertilizer to nitrogen fertilizer throughout the document,
• Adding a definition for nitrification inhibitors including products with the active ingredients Nitropyrine, Pronitridine and Dicyandiamide
• Requiring a receipt as proof of purchase for nitrification inhibitors in Phase III Manage Area.
